Fix the FIXMEs:

private/DOMLauncher/I3DOM.cxx:            domLaunch.SetLCBit(false);//FIXME: check that this is correct.
private/test/PMTResponseSimulatorTests.cxx:	//FIXME: The 0.4 distance is to silence the buildbots. This needs to be investigated.
