Description	The cable positions in clsim/resources/tests/testShadowPhotonRemover.py are hardcoded to old, error-proned values (~30 deg). They should be updated to the newer calibration which are much better constrained (<= 1 deg), as they are in https://github.com/IceCube-SPNO/IceTrayCombo/blob/028ff620971529d9a983d605d248a24fc050bb7e/clsim/python/shadow/cylinder_utils.py#L11-L19 cf the setup for the direct simulation: https://github.com/IceCube-SPNO/IceTrayCombo/blob/master/clsim/python/GetIceCubeCableShadow.py

Description	cvmfs stable build is broken by [182811/IceCube], which added several static_asserts to clsim, but did it in the c++17 syntax. I guess in c++11 you need a message as the second argument.
